The Results of First Year of EEU
On May 29, 2015, one year passed after signing the Agreement on Establishment of the Eurasian Economic Union (EEU), which gave an additional impetus to the mutually beneficial, equitable development of the economies of Russia, Kazakhstan and Belarus, including such areas as the industry, transport, energy, agriculture, and it promoted to a more effective use of the equal partnership potential. The business circles of our countries have already appreciated the advantages of the provided conditions, expressed in terms of trade, investment, growth in the number of joint ventures and projects in both the manufacturing and services sectors.

-This year Atyrau Oil Refinery marks its 70th anniversary. How does the firstborn of Kazakhstan oil refining industry develop to date, being one of the backbones of the domestic economy? In what mood do the plant workers mark the anniversary?
New Horizons of Atyrau Oil Refinery
September 2015, the first-born of Kazakhstan oil processing – Atyrau refinery – will celebrate its 70thanniversary. Today, the refinery is not just a manufacturing plant, but interwoven fates of thousands of people, history of Atyrau city and Kazakhstan on the whole, chronicle of rises and hardships, new victories and industrial prospects in XXI century.

Cheap Oil Devalues Offshore Projects
Sauat Mynbayev,Chairman of the Board of the National Company KazMunayGas stated this spring that the oil production at the largest offshore Kashagan field is feasible only if the minimum corridor in the global prices varies from 80 to 100 dollars per barrel. Though the cracked pipeline prevent the operations, it means that given the current level of prices it would be unprofitable to produce oil.
KMG Building Up
The decline in oil prices has forced the oil companies around the world to reduce investment expenses. At the end of last year, the National Company KazMunayGas also had to revise its capital expenditure plan. As a result, the actual capital expenditure were reduced by 31% of the planned one. However, as stated by the Company, it had no effect on geological exploration projects.
In Search of New Rules of the Game
Kazakhstan is reforming its subsurface resources legislation to make it consistent with international standards. This is especially important in today's world plagued by global instability, the global financial crisis and competition for investors. Last week, a task force creating a new fiscal system for subsurface resources management told what reforms it deems necessary at a conference for oil and gas lawyers held in Kazakhstan's oil capital Atyrau.
High Octane Values
In best case, the fourth oil refinery in Kazakhstan will be established not earlier than in seven years. Though after upgrading works the existing refineries will be able to produce the items that meet Euro-4 and Euro-5 standard in the volume, exceeding the demand, Galymzhan Amanturlin believes that additional processing capacity of crude oil is needed by the country.

In January 2014, the President Nursultan Nazarbayev, in his annual Message to the Nation assign to ensure a second wave of privatization, which shall establish a new class of owners and increase the competitiveness of the national economy. In particular, the Government had been requested to undertake an analysis of all of the companies with State participation, to determine the list of enterprises to be transferred to the private sector, and to adopt a comprehensive program of privatization for the medium term.

Tax Inspections: Tax Authorities’«Sword of Damocles»?
Any state cannot exist without taxes and control over the timely treasury reimbursement and taxes are conducted by state revenue bodies. One of the instruments of tax policy is tax inspections. Our last dispute practice between tax authorities and entrepreneurs on the additional charges based on the results of the tax inspections shows that entrepreneurs in general are always "at gunpoint" of the tax authorities and they are not protected from repeated for the same period inspections.

Recovery of residual oil from mature fields
The article presents rationale project on redevelopment of mature suspended fields Shubarkudyk and Zhaksymai, and recovery of difficult to recover residual oil.
Depletion of medium and light oil reserves makes oil industry pay more and more attention to commercial development of heavy, high viscosity oil difficult to recover. Production, processing and transportation of such oil involve difficulties and sometimes become impossible due to its low mobility caused by high viscosity.
