KazMunayGas Refining: Expanding Everywhere Expansion Is Possible

– Mariyam Zhumabayevna, how would you describe the current state of Kazakhstan's oil refining industry?
– As you know, KazMunayGas operates three oil refineries and one bitumen production plant. In the west, we have the oldest and simultaneously the most technologically advanced refinery in terms of the Nelson Complexity Index—Atyrau Refinery.

November 1, the Ministry of Energy of Kazakhstan signed a subsoil use contract with QazaqGaz and its strategic partner, KOR Oil Company JSC, for the Shalkar block in the Aktobe region. The contract was executed under the Improved Model Contract (IMC), which provides production-phase preferences, making gas projects economically attractive.

The Condensate Refinery, located in the West Kazakhstan region, has received a quota from the Ministry of Energy to export 800 tons of RON 92 gasoline and 7,257 tons of RON 95 gasoline in December, following the absence of such a permit in October-November. At that time, the ministry banned exports because it feared maintenance work at the Atyrau Refinery would lead to fuel shortages in the domestic market.
