-Mr.Ibrashev, could you please tell us more about the activity of PSA LLP. What projects are supervised by this organisation? What are the mechanisms available for monitoring these projects?

October 9, Yerbolat Dossayev, Minister of National Economy, said at a briefing that the Government of Kazakhstan designed a scenario of economic in case of a slump in oil prices below $80 per barrel. “I have presented a socio-economic development forecast, the negative scenario is based on the 80 dollars per barrel. We have calculated some options in the event of further price declines,” Dossayev said. He reminded that Kazakhstan’s economy depended largely on the price of oil on world markets.

What was the reason for early elections?
The mystery of the early presidential elections in Kazakhstan (see “ Elections. Afterwards ” Petroleum, issue #2-2015) has been solved. After April 29, the day of the elections, the country’s economic situation began to deteriorate even more rapidly. Obviously, at the beginning of the year the government seriously worried that by the winter of 2015-2016, the financial and economic situation in the country could become extremely dire, driving the public’s dissatisfaction and threatening to disrupt the elections. Therefore, the early elections were mostly about economics.

Projects
Launch of Kashagan Scheduled for Late 2016
The resumption of oil production at Kashagan offshore field in the Kazakh sector of the Caspian Sea, which was interrupted after the detection of leaks in pipelines, has been scheduled for the second half of 2016. By this time, the drilling of additional wells on artificial islands will be have been completed. By the end of 2017, Kashagan will have reached peak production of 370 thousand barrels per day.
WTO will Cancel Kazakhstani Content
The requirements on local content in the oil and gas projects will be cancelled starting from January 1, 2021. This is one of the conditions for Kazakhstan to join WTO. Ministry of Energy of the Republic of Kazakhstan has been negotiating with major subsoil users to verify that they urge their suppliers of goods and services to create a joint venture in Kazakhstan and to share their experience and technology with the local professionals

The oil and gas complex in the Tengiz field in the west of Kazakhstan is one of the largest and technically sophisticated enterprises in the modern oil industry. The Tengiz field is unique in its high temperature, abnormal reservoir pressure and high content of hydrogen sulfide. Tengiz pre-salt oil contains approximately 13% of aggressive H2S, therefore the “black gold” production and processing technologies are based on a single idea - resistance to an aggressive environment. To turn into commercial oil, extracted crude passes through several decontamination stages, and extracted H2S is neutralized via separation into components.

A quality subsoil and subsoil use legislation is of strategic importance for Kazakhstan. Since the appearance of the first independent Kazakhstan's regulatory acts governing subsoil use relations and until nowadays, this legislation has undergone a huge number of changes, both conceptual and less important. It was especially feverish in recent years. Amendments adopted in December 2014 have perceptibly changed the situation and for the first time over the past 15 years there appeared a trend towards liberalization of legislation regulating the country's pivotal industry.
