Atyrau Region Leads Kazakhstan in Oil and Gas Production and Exports
The foundation of Atyrau Region’s economy remains the extractive sector, first and foremost the oil and gas industry, which determines the region’s significant role in the country’s industrial and economic development.

According to the Bureau of National Statistics, for January to September 2025 the region’s gross regional product (GRP) totaled 11.5 trln tenge, the GRP physical volume index was 109.6%, and the region's share of the country's GDP reached 11.6%. By this indicator, the region ranks second, behind only Almaty. In the GRP structure, the share of goods production was 57.4%, and GRP per capita remains the highest in the republic.
Over the years of independence, the Atyrau Region has significantly strengthened its position in the country’s oil and gas complex. If in 1991 oil production in the region was 2.6 mln tons, or about 10% of the national level, then by the end of 2025 oil production had increased to 62.0 mln tons, and the region’s share of the national total reached 62.3%. In addition, 34.8 bln cu m of gas were produced in the region, accounting for 51.0% of the national total.
Oil and Gas Production
Tengizchevroil LLP (TCO) and North Caspian Operating Company B.V. (NCOC) play the key role in shaping production performance. In total, in 2025, the two companies produced 57.3 mln tons of oil, accounting for about 92.4% of the region's total oil production.
In 2025, TCO produced 39.0 mln tons of oil, which is 62.9% of the region's output and 39.2% of total oil production nationwide. The second-largest oil and gas producer is NCOC, which produced 18.3 mln tons, or 29.5% of the regional volume and 18.4% of the national total. The top three are completed by Embamunaigas JSC (EMG): its share was 4.6% of the region’s oil production and 2.9% of total production nationwide, which in absolute terms equals 2.9 mln tons.
Overall, the three largest companies accounted for 97.0% of the region’s total oil production, indicating a high concentration of production and the decisive influence of the largest operators on the dynamics of the region’s oil and gas sector.

A similar structure is also observed in the gas sector. The largest subsoil users likewise deliver the main volumes. Thus, in 2025, TCO produced 22.6 bln cu m of gas, which is 64.8% of the regional volume and 33.1% of total gas production in Kazakhstan. NCOC produced 12.0 bln cu m, or 34.4% for the region and 17.5% nationwide. EMG’s gas production totaled 242.3 mln cu m, which corresponds to 0.7% of the regional volume and 0.4% of the national level.

The oil and gas industry remains a key driver of capital inflows into Kazakhstan's economy. However, in 2025, the structure of fixed capital investment became more diversified. Based on the results for January through December 2025, the industry accounted for 39.8% of all fixed capital investment nationwide, including 14.1% in mining and quarrying. Total fixed capital investment in Kazakhstan amounted to 22.7 trln tenge, which is 13.0% higher than the 2024 level.
Petroleum Products Production
The Atyrau Oil Refinery (ANPZ) is one of Kazakhstan’s three leading oil refineries, commissioned in 1945. The facility’s design capacity is 5.5 mln tons of crude oil per year. 3
In 2025, ANPZ processed 5,470.8 thous. tons of crude oil, which is 1.4% below the 2024 level.
The output mix of the main petroleum products showed mixed dynamics: motor gasoline production increased to 1,797.3 thous. tons (up 8.9%), diesel fuel output rose to 1,921.4 thous. tons (up 14.3%), while jet fuel production declined to 173.1 thous. tons, which is 8.0% below the 2024 figure.


Oil Exports
The volume of crude oil exports from the Atyrau Region in 2025 totaled 58.5 mln tons, or 74.2% of the country’s total crude oil exports.
Two main export pipelines run through Atyrau Region: Atyrau–Samara and the Caspian Pipeline Consortium (CPC) (hereinafter, CPC).
The Atyrau–Samara pipeline is the export segment of the Uzen–Atyrau–Samara trunk oil pipeline. The Kazakhstan segment of the pipeline runs through the Mangystau, Atyrau, and West Kazakhstan Regions.
According to the data provided, in 2025 the volume of Atyrau crude oil exported via this route totaled 2.4 mln tons, or 26.1% of Kazakhstan’s total export shipments via the Atyrau–Samara route (9.3 mln tons).
The CPC pipeline system remains the primary export corridor for crude oil from the Atyrau Region. Based on 2025 results, crude oil exports from the region's fields via this route amounted to 54.7 mln tons, or 84.4% of Kazakhstan’s total export shipments via the CPC system (64.8 mln tons).
The main exporters of crude oil from the region in 2025 remain TShO and NCOC. Together, they accounted for 56.8 mln tons, or 97.1% of the region’s total export shipments. Via the CPC route, these companies exported 54.2 mln tons, which equals 99.1% of Atyrau crude oil shipments via this route.
In addition, in 2025, 1.3 mln tons of crude oil from the Atyrau Region were exported through the Port of Aktau, which accounted for 36.5% of Kazakhstan's total shipments via this route (3.5 mln tons). Via the Atasu–Alashankou route, 71.9 thous. tons were shipped, or 6.6% of total crude oil exports via this route (1.1 mln tons). By rail, 30.1 thous. tons were exported, which equals 30.1% of Kazakhstan’s total rail crude oil exports (100.1 thous. tons).
Petrochemicals
In 2022, the first integrated gas-chemical complex for polypropylene production was commissioned in Atyrau. The project, operated by KPI Inc. LLP, has a nameplate capacity of 500 thous. tons per year and is designed to supply both the domestic market and export markets. Total investment in the project amounted to US$2.6 bn. This is the first large-scale gas-chemical project of this scale implemented in the country, enabling the production of higher-value-added products. Output totaled 248.7 thous. tons in 2024 and 375 thous. tons in 2025.
Petrochemicals projects
- Butadiene production project (operator: Butadiene LLP) is at the design stage. Procedures are currently underway to select an EPC contractor for the first process unit. Planned output is up to 340 thous. tons per year of butadiene and its derivatives. Start-up is scheduled for 2029.
- Polyethylene production project (operator: Silleno LLP) has already moved into the active construction phase. Orders have been placed for long-lead equipment. The future plant will have a capacity of 1.25 mln tons per year, with commissioning scheduled for 2029.
- To secure feedstock for the Polyethylene project, the Gas Separation Complex construction project is being implemented (operator: KMG Petrochem LLP). On June 19, 2025, early construction works began at the Gas Separation Complex site. The objective is to extract ethane from dry gas supplied by Tengizchevroil LLP. Start-up is scheduled for 2029.
In summary, Atyrau Region ranks first in Kazakhstan by oil and gas production, and also by crude oil exports among the regions of the Republic of Kazakhstan. The region is actively developing petrochemicals, which is expected to have a positive impact on economic growth not only in the region but also across the country.
